The proposed budget for 2019-20 fiscal year is not compatible with the electoral pledges of Awami League government. In this budget benefits are not given to the income oriented people rather wealthy people are being benefitted. This is the review of private research organization Center for Policy Dialogue (CPD) after placement of the national budget.

CPD Fellow Dr. Debapriya Bhattacharya presented the review at a press conference at Hotel Lakeshore at Gulshan in the capital on Friday.

Finance Minister AHM Mustafa Kamal presented the proposed budget of 2019-20 fiscal year in the parliament on Thursday.

Dr. Debapriya said, the proposed budget is not compatible with the electoral pledges of ruling Awami League government. This budget has gone for the beneficiaries of economic misruling.

He said, high income people are more benefitted in this budget. Lower middle class people will not be benefitted. Attention was not paid for reforms in different sectors like financial sector.

Dr. Debapriya said, banking sector needs reforms. But the Finance Minister did not give specific directions in this regard. Those who took unjust benefits from banks do not want changes or transparency.

He said, we have reviewed that many wealthy taxpayers have huge amount of wealth. But they do not show income at a mentionable number. As a result they need not to pay any surcharge as their paid income tax remains low. Considering the matter we propose to impose one per cent surcharge on their net wealth who owns wealth of 50 crore taka or more.
